English Language Learners

Mission Statement


The mission of the English Language Learners (ELL) program is to provide high quality instruction, assessment, and parent outreach activities that enable English language learners and learners of other languages to demonstrate successful academic performance across all curricular areas. The department ensures that the rights of children learning English and their parents/guardians are protected.

Major Functions of the ELL Department


The ELL/WL Department is charged with oversight of the delivery of services to approximately 11,200 ELLs, ensuring WCSD is compliant with both Federal and State mandates found in Title III. The purpose of Title III is to ensure that English language learners (ELLs), including immigrant children and youth, develop English proficiency and meet the same academic content and academic achievement standards that other children are expected to meet. In addition to ELLs, the department is responsible for the recruitment and support of Migrant children from the ages of 3 to 21.

The district is accountable for increasing the English proficiency and core academic content knowledge of ELLs as mandated by the State and Federal governments under Elementary Secondary Education Act (ESEA). The ELL department provides data which is used to monitor student achievement and support educational decisions.

This department manages the administration and reporting of the State mandated English Language Proficiency Assessment (ELPA). The ELPA determines the English language proficiency levels of the students, shows growth and provides data for program development and evaluation. The ELPA results determine if the district meets the Annual Measureable Achievement Objectives, mandated by ESEA.

The department provides professional development to assist with implementation of language instruction educational programs designed to help ELLs achieve to the highest standards. Professional development and follow-up are offered to full schools, groups and individuals. The district selected Sheltered Instruction Observation Protocol (SIOP) and Guided Language Acquisition Design (GLAD) as the researched based model programs for staff development. In addition, the department provides training in administering the Student Oral Proficiency Assessment (SOPA) and the administration of the ELPA.
