ELL New Student Flowchart - Process of Determining English Proficiency and Placement for New Students

The Home Language Survey (HLS) is given to all new students entering the Washoe County School District (WCSD). Initial identification of students who need to be tested for the ELL program is determined by parent responses on the HLS. (See next page for a copy of the HLS.)

If any language other than English is marked by the parent on the HLS, the school secretary or registrar fills in the primary language and home language in the proper field on the “General Enrollment” panel on Infinite Campus. The ELL Office will then code the student a status unknown in the English proficiency field. This code identifies those students who need to be assessed to determine their level of English proficiency.

According to the Elementary Secondary Education Act (ESEA), students enrolled on the first day of school must be assessed and parent notification sent home within thirty calendar days. Students enrolled after the first month, must be assessed and parent notification sent home within two weeks (ten school days.)

The HLS is printed on two part NCR paper. The secretary/registrar at a school which has an ELL program should put the white copy in the cumulative folder and give the yellow copy to the ELL teacher. The ELL teacher is responsible for filing the yellow copy in the student’s blue folder if the student qualifies for the ELL program. At schools without an ELL program, the secretary/registrar should put the white copy in the student’s cumulative folder and send the yellow copy to the ELL Office.

The ELL staff should run this query on Mondays or Fridays to determine if any NEW students have enrolled at your school during the previous week.
